The seemingly obvious response is "summer time," but nothing is further from the truth. Sure, summers are always fun, but the usual tourist destinations are usually crowded with tourists and "seminar attendees" alike. Hotels are booked, beaches are saturated with people, and there's just too many things going on.
So in response to the original question, I usually say "September or October." Sure, there's the slight chance of rain in most Philippine cities and provinces. But somehow, Puerto Princesa "shines" during these months.
